The Redwood Coast Energy Authority (RCEA) invites qualified design-build entities (DBEs) to submit statements of qualifications (SOQ) for design-build delivery of individual rack-mounted (roof/awning) solar photovoltaic energy generation systems coupled with battery energy storage at a minimum of 11 and up to 12 separately located, rural fire stations and one (1) communications tower in Humboldt County (Energy-Resilient Fire Services in High-Threat Communities Project, or “Project”).

This Request for Qualifications (RFQ) is the first step in a two-step process that RCEA is undertaking to select a DBE that RCEA will contract to design and construct the Project. The RFQ will serve as a prequalification process. The second step includes issuance of a Request for Proposals (RFP) including the request for firm pricing for design and construction services.

Submissions must be clearly identified as “SOQ for Energy Resilience at Rural Fire Stations Project”. Respondents may submit either one digital document via email to procurement@redwoodenergy.org or 5 paper copies to:

RCEA seeks offers for new or incremental capacity that can deliver resource adequacy (RA) to further its contributions to grid reliability in California, and to fulfill its procurement obligations pursuant to the CPUC’s Mid-Term Reliability Decisions and RCEA’s Board-adopted goals. Specifically, offers of storage, generation or generation paired with storage that can be online by June 2027 may be eligible for consideration under this RFO. First review of offers were conducted on August 21st, and subsequent submittals will be reviewed on a rolling basis at the discretion of RCEA staff until RCEA has contracted its MTR capacity need or August 1, 2025, whichever comes first.

RCEA’s Feed-In Tariff (FIT) Program allows local renewable energy producers to sell electricity directly to RCEA under long-term contracts. This offers standardized 20-year fixed-price contracts for community-scale renewable energy generation and storage projects up to 5 MW in the Humboldt Local Capacity Area. RCEA is currently accepting applications to our Bioenergy Market Adjusting Tariff for Renewable Portfolio Standard-eligible biomass or biogas generation projects. RCEA is especially interested in bioenergy projects located within our service area of Humboldt County, in furtherance of our strategic local procurement goals.

Eligibility Criteria:

  • Projects must have a nameplate capacity of 5 MW or less, and a maximum contract capacity of 3 MW.
  • The commercial operation date for the facility must be on or after June 1, 2013.
  • Projects must be located within PG&E’s service territory, and must interconnect to the transmission or distribution system.
  • Projects must have received their initial interconnection study results.

Technology Categories:

  • Category 1: Biogas from wastewater treatment, municipal organic waste diversion, food processing, and co-digestion.
  • Category 2: Dairy and other agricultural bioenergy.
  • Category 3: Bioenergy using byproducts of sustainable forest management, including fuels from high hazard zones.
