Solar Billing Breakdown

Net Energy Metering (NEM) Sample Bill

  1. Account Number: This is where you will find your existing PG&E account number.
  2. PG&E Electric Monthly Delivery Charges: This is the total monthly charge from PG&E for electric service. It includes minimum charges for maintaining your grid interconnection. At the annual true-up for NEM customers, this will also include your accumulated transmission and distribution charges, if any.
  3. RCEA Electric Generation Charges: This is RCEA’s charge for generating the electricity for the grid that powers your home or business. This charge replaces PG&E’s fee for the same service. These charges are detailed on Page 7 of this Sample Bill (see below).
  4. Total Amount Due: The total amount due includes ALL of your fees for PG&E gas services and electric delivery, as well as RCEA electric generation services. You should pay the total amount due on your bill to PG&E, as indicated.

  1. Service Agreement ID: The service agreement number is a unique number in addition to your account number that documents your particular arrangement with PG&E (including metering information and other factors) to calculate applicable charges.
  2. Minimum Delivery Charge: This represents the minimum service charge per day to be connected to PG&E’s electricity grid. It is usually around $12 per month.
  3. Electric Monthly Charges: This is a charge that must be paid to PG&E every month to ensure grid access. It matches the charge on the summary page of your bill (item 2).

Note: The values shown in boxes 9-13 do not most accurately reflect customer charges. They were rounded to whole numbers to simplify calculations for the sake of this explanation.

  1. Charges (or Credits) for Electric Delivery: Most NEM customers are on a Time-of-Use (TOU) rate, which means the energy that you either generate or use is worth more at peak times. Some NEM customers may still be on a tiered rate plan, which is based only on how much energy is generated or used.
  2. Non-Bypassable Charge: Most charges are included in the electricity rate; Non-Bypassable Charges (NBCs) are separated into a different line item so that they cannot be reduced by solar generation. The Net Usage Adjustment ensures that customers are not double-charged for NBCs. If you produce more electricity than you use, it will be a positive charge; if you use more than you produce, it will be negative.
  3. Generation Credit: This is the amount PG&E would have charged you for generation if you were not an RCEA customer. Because RCEA now provides generation, your PG&E charges or credits will be reduced by this amount.
  4. Power Charge Indifference Adjustment: This fee is required by PG&E of all RCEA customers. It is intended to ensure that customers who switch to RCEA pay for energy that PG&E procured on their behalf before their switch.
  5. Franchise Fee Surcharge: This fee is collected by PG&E to support local municipalities and their services.
  6. Monthly PG&E NEM Delivery Charges: This is the sum of PG&E’s charges or credits for electric delivery, which will be used for your annual true-up calculation.

  1. Rate Schedule: This is where you will find your current rate schedule. More information on the various rates can be found on our Plans & Rates page.
  2. Generation: This is the breakdown of charges for electricity you either consumed from RCEA or generated from your system. A positive number is the net electricity used. A negative number is the net electricity your system produced.
  3. Net Generator Bonus: If you generate more electricity than you use each month, RCEA will credit you at your retail energy rate plus an additional $0.01/kWh bonus. Those surplus credits will be rolled over to the next month for you to use later in the year or to cash out at RCEA’s annual generation true-up in May.
  4. Net Charges: This represents the total of charges and credits for the month. A positive number expresses a charge, and a negative number expresses a credit.
  5. Energy Commission Surcharge: This fee is collected on behalf of the California Energy Commission and applies to all customers, regardless of service provider. It was previously included in PG&E’s fees.
  6. Credited to NEM Balance: This number represents the amount of credit earned over the past month.
  7. Your RCEA NEM Credit Balance Now: This number represents your total RCEA NEM credit balance. This amount will roll forward and be applied to any charges you will have next month to continue reducing your bill.
  8. Total RCEA Electric Generation Charges: This is the sum of all electric generation charges from RCEA for the month, which matches the electric generation charge on the summary page of your bill. If your credit balance is greater than the month’s net charges, this amount will be zero.

Solar Billing Plan (SBP) Sample Bill

  1. Account No.: Your PG&E account number. Have this number handy when you call us!
  2. Current PG&E Electric Monthly Charges: PG&E charge due for delivery services after credits have been applied. Under the Solar Billing Plan (SBP), you are charged for the total monthly amount owed to PG&E.
  3. Redwood Coast Energy Authority Electric Generation Charges: RCEA charge due for generation services after credits have been applied.
  4. Total Amount Due: Total amount due for ALL portions of your bill, including PG&E’s delivery and gas services (if applicable) as well as RCEA’s generation services.
  5. Your Enrolled Programs: Displays which program(s) you are enrolled in, including SBP and financial assistance programs like CARE, FERA, or Medical Baseline, if applicable.

  1. Rate Schedule: PG&E rate plan you are on. E-ELEC, a Time-of-Use (TOU) rate plan, is required for SBP. For more information on rates, please see the Residential Rates page on our website (see page 6 for web links).
  2. Energy Produced: How much PG&E would have charged you for the electric generation produced at your residence if you were a “bundled” PG&E customer, meaning PG&E supplies both the delivery and generation to your residence. (RCEA customers are not bundled PG&E customers.)
  3. Generation Credit: How much PG&E subtracts from your bill for the electric generation provided by RCEA. To determine this amount, your bill is first calculated as if you receive both generation and delivery service from PG&E; the charge for generation service from PG&E is then removed from your bill in the form of this Generation Credit, and you pay RCEA for electricity generation service instead.
  4. Energy Delivered: PG&E charges per kWh for energy delivered to your residence.
  5. Solar Billing Plan Charges: Total due for PG&E delivery charges after credits earned for PG&E delivery.

  1. Your Energy Export Credit Bank: Shows the PG&E delivery export credits you earned.
  2. Annual PG&E True-Up: After each 12-month period, your account will: 1. Reconcile remaining charges not paid in previous months and use any accumulated credits available in your Energy Export Credit Bank, and 2. Issue credits in your Energy Export Credit Bank (following payment of remaining charges). Any remaining credits will roll over for use as you begin a new 12-month period. This annual process is called a True-Up, and you will receive a True-Up statement summarizing these steps during the month listed.
  3. Key Terms: List of important terms as defined by PG&E. We recommend that you read through these terms carefully to familiarize yourself with them.

  1. Rate Schedule: This is your RCEA electricity rate plan. E-ELEC, a Time-of-Use (TOU) rate plan, is required for SBP. For more information on rates, please see the Residential Rates page on our website (see page 6 for web links).
  2. Generation: RCEA’s charges for electricity generation.
  3. Net Generation Bonus: Bonus credit of $0.01/kWh offered to RCEA customers in addition to the Energy Export Credits.
  4. Net Charges: RCEA’s charges for electricity generation service minus the Net Generation Bonus credits, if applicable.
  5. Energy Export Credit: RCEA electric generation credits earned for the excess energy your solar system produces and sends to the grid. These credits earned each month are valued at the Energy Export Credit (EEC) rate until True-Up (see page 6).
  6. Retail Credit Applied: Any RCEA electric generation credits left over from the previous month that have been applied to the current month’s charges. This will only occur if you have accrued a credit balance.
  7. Cumulative kWh Relevant Period Year-to-Date: All the net energy (kWh) you have exported over the course of the year.

  1. Credited to SBP Balance: Surplus RCEA electric generation credits added to your SBP Credit balance. Since your net charges were less than the Energy Export Credit, the excess credits are added to your balance and shown here.
  2. Your SBP Credit Balance: Your cumulative credit balance based on each month’s usage and generation.
  3. Total Redwood Coast Energy Authority Electric Generation Charges: Monthly amount owed to RCEA for the generation portion of your bill. If your credit balance is greater than the month’s net charges, the amount due will be zero.
