Solar Billing Breakdown
Expand the sections below for a detailed breakdown of Net Energy Metering (NEM) and Solar Billing Plan (SBP) bills. Not sure if you’re on NEM or SBP? Check the Your Enrolled Programs section of the first page of your bill, or contact us for assistance.
Net Energy Metering (NEM) Sample Bill

- Account No.: Your PG&E account number. Have this number handy when you call us!
- Current PG&E Electric Monthly Charges: PG&E monthly minimal delivery charge.
- Redwood Coast Energy Authority Electric Generation Charges: RCEA charge due for electricity generation services (see details on the Details of Redwood Coast Energy Authority Electric Generation Charges page of your bill). This charge replaces PG&E’s charge for the same service.
- Total Amount Due: Total amount due for ALL portions of your bill, including PG&E’s electricity delivery and gas services (if applicable) as well as RCEA’s generation services.
- Your Enrolled Programs: Displays which program(s) you are enrolled in, including NEM and financial assistance programs like CARE, FERA, or Medical Baseline, if applicable. (Learn more about financial assistance programs on our website. See page 6 for web links.)

- Summary of Your Year-to-Date (YTD) NEM Charges: This page summarizes your PG&E NEM charges throughout the year to date.
- True-Up Statement Date: Your PG&E True-Up date. This date is determined by when your solar panels were first activated.

- Service Information: Shows various information about your account and electricity usage during this billing cycle. Imports refers to electricity you used from the grid, and Exports refers to electricity your solar panels generated and exported to the grid. Your Net Usage is calculated by subtracting your Exports from your Imports.
- Service Agreement ID:A unique ID number specific to your service location address.
- Minimum Delivery Charge: Represents the minimum service charge to be connected to PG&E’s electricity grid. This amount is set by the California Public Utilities Commission (CPUC) and is typically about $12 per billing cycle.
- Electric Monthly Charges: Total due for the PG&E Monthly Minimum Delivery charge. (This total matches the Current PG&E Electric Monthly Charges on the summary page of your bill (#2).)

- Rate Schedule: Rate Schedule: PG&E rate plan you are on. For more information on rates, please see the Residential Rates page on our website.
- Generation Credit: How much PG&E subtracts from your bill for the electric generation provided by RCEA. To determine this amount, your bill is first calculated as if you receive both generation and delivery service from PG&E; the charge for generation service from PG&E is then removed from your bill in the form of this Generation Credit, and you pay RCEA for electricity generation service instead.
- Power Charge Indifference Adjustment (PCIA): A fee required by PG&E, this charge is intended to ensure that RCEA customers pay for energy that PG&E procured on their behalf before they received their electricity generation service from RCEA.
- Franchise Fee Surcharge: A fee collected by PG&E to pay for the right to use public streets to run gas and electric service.
- Monthly NEM Charges: Sum of PG&E’s charges and/or credits for electric delivery for the current billing cycle, which will be used for your annual True-Up calculation.

- Net Generation Bonus: RCEA’s net generation bonus credit. RCEA provides an additional $0.01/kWh to our customers for their total exported kWh!
- Energy Commission Surcharge: A fee collected from all customers on behalf of the California Energy Commission (CEC), regardless of service provider.
- Credited to NEM Balance: Credit earned in this billing cycle for producing more electricity with your solar panels than you used from RCEA.
- Your RCEA NEM Credit Balance: Your current NEM export credit balance with RCEA. This NEM credit will be used toward future bills and redeemed as a check at RCEA’s annual NEM cash out in May if the total credit is $100 or more. (The cash out maximum is $5000.)
- Total Redwood Coast Energy Authority Electric Generation Charges: Monthly amount owed to RCEA for the generation portion of your bill. If your credit balance is greater than the month’s net charges, the amount due will be zero.
Solar Billing Plan (SBP) Sample Bill

- Account No.: Your PG&E account number. Have this number handy when you call us!
- Current PG&E Electric Monthly Charges: PG&E charge due for delivery services after credits have been applied. Under the Solar Billing Plan (SBP), you are charged for the total monthly amount owed to PG&E.
- Redwood Coast Energy Authority Electric Generation Charges: RCEA charge due for generation services after credits have been applied.
- Total Amount Due: Total amount due for ALL portions of your bill, including PG&E’s delivery and gas services (if applicable) as well as RCEA’s generation services.
- Your Enrolled Programs: Displays which program(s) you are enrolled in, including SBP and financial assistance programs like CARE, FERA, or Medical Baseline, if applicable.

- Rate Schedule: PG&E rate plan you are on. E-ELEC, a Time-of-Use (TOU) rate plan, is required for SBP. For more information on rates, please see the Residential Rates page on our website (see page 6 for web links).
- Energy Produced: How much PG&E would have charged you for the electric generation produced at your residence if you were a “bundled” PG&E customer, meaning PG&E supplies both the delivery and generation to your residence. (RCEA customers are not bundled PG&E customers.)
- Energy Delivered: PG&E charges per kWh for energy delivered to your residence.
- Solar Billing Plan Charges: Total due for PG&E delivery charges after credits earned for PG&E delivery.

- Your Energy Export Credit Bank: Shows the PG&E delivery export credits you earned.
- Annual PG&E True-Up: After each 12-month period, your account will: 1. Reconcile remaining charges not paid in previous months and use any accumulated credits available in your Energy Export Credit Bank, and 2. Issue credits in your Energy Export Credit Bank (following payment of remaining charges). Any remaining credits will roll over for use as you begin a new 12-month period. This annual process is called a True-Up, and you will receive a True-Up statement summarizing these steps during the month listed.
- Key Terms: List of important terms as defined by PG&E. We recommend that you read through these terms carefully to familiarize yourself with them.

- Rate Schedule: This is your RCEA electricity rate plan. E-ELEC, a Time-of-Use (TOU) rate plan, is required for SBP. For more information on rates, please see the Residential Rates page on our website (see page 6 for web links).
- Generation: RCEA’s charges for electricity generation.
- Net Generation Bonus: Bonus credit of $0.01/kWh offered to RCEA customers in addition to the Energy Export Credits.
- Net Charges: RCEA’s charges for electricity generation service minus the Net Generation Bonus credits, if applicable.
- Energy Export Credit: RCEA electric generation credits earned for the excess energy your solar system produces and sends to the grid. These credits earned each month are valued at the Energy Export Credit (EEC) rate until True-Up (see page 6).
- Retail Credit Applied: Any RCEA electric generation credits left over from the previous month that have been applied to the current month’s charges. This will only occur if you have accrued a credit balance.
- Cumulative kWh Relevant Period Year-to-Date: All the net energy (kWh) you have exported over the course of the year.

- Credited to SBP Balance: Surplus RCEA electric generation credits added to your SBP Credit balance. Since your net charges were less than the Energy Export Credit, the excess credits are added to your balance and shown here.
- Your SBP Credit Balance: Your cumulative credit balance based on each month’s usage and generation.
- Total Redwood Coast Energy Authority Electric Generation Charges: Monthly amount owed to RCEA for the generation portion of your bill. If your credit balance is greater than the month’s net charges, the amount due will be zero.
