NEW: Discount EV Charging Program
RCEA is partnering with GRID Alternatives to offer discounted public electric vehicle (EV) charging for income-qualified customers. Through this limited-time pilot program, eligible customers can receive 40% off charging at RCEA-owned REVNet charging stations across Humboldt County.

RCEA Residential EV Rebate Program
RCEA customers are eligible for a $2,000 rebate for the purchase of a new or used electric vehicle (EV)!
How to Participate:
1. Purchase your vehicle
2. Complete your application: You may print it out and fill it out or complete it as a fillable PDF online. Copies are also available at our office. Click here to access the application!
3. Submit your completed application package: This includes your completed RCEA EV Rebate Application, a copy of your vehicle Proof of Purchase, and a copy of your California DMV Registration. You may submit using the following methods.
o Email: ev@redwoodenergy.org
o Mail/in-person drop off at 633 3rd Street, Eureka, CA 95501.
4. Receive Your Rebate!
Once approved, you will receive your rebate in the mail within 30 business days of your approval date.
Applicant Eligibility
- Must be a part of an active residential RCEA customer household for at least 6 months.
- No more than 2 rebates per household for separate vehicles. Note: Rebates issued before May 2024 do not count towards this total.
Vehicle Eligibility
- For New or Used Battery Electric Vehicles (BEV) only
- Registered to your RCEA account address with the California DMV in Humboldt County
- Purchased at a licensed dealership
- Purchased within 180 days of application submittal
- The vehicle must be classed as light duty
- Model year = 8 yrs or newer at the time of purchase
- Odometer reading of 75,000 miles or less
- The vehicle has not received an RCEA rebate within the past 24 months

A: RCEA has launched various EV rebates in the past. However, this current rebate was launched in March 2026.
A: Our rebate is awarded to customers on a first come, first serve basis. Please be aware that funding may be limited for this program.
A: No, you must purchase your vehicle before applying for an RCEA EV Rebate.
A: No, only vehicles with plug-in capabilities that run solely off electricity are eligible for consideration for this rebate.
Q: What if a person in my household purchases the vehicle and their name is not on the RCEA account?
A: The rebate can be “assigned” to that member of your household. Rebate assignments can be made on the application itself. The assignment of rebate payments can only be made to residents of the household where the RCEA electric service is provided.
A: There is a maximum of two EV Rebates for distinct EVs (unique VINs) per residential RCEA account service address.
Other Incentives
The following are not offered by RCEA; please see incentive details for eligibility information. When applicable, external incentives may be combined with any of RCEA’s available EV incentives.
The Driving Clean Assistance Program (DCAP), in partnership with the California Air Resources Board (CARB), provides incentives statewide in California to assist low-income and disadvantaged communities in purchasing clean air vehicles. This program aims to combat climate change and predatory lending practices while also offering continuous financial coaching (Source: drivingcleanca.org).
Funds for the DCAP are administered by the Community Housing Development Corporation (CHDC) in partnership with the California Air Resources Board (CARB).

The following are CARB’s intentions for the DCAP program:
- Better reach communities within the state who have historically benefited the least from CARB’s incentive programs.
- Provide financial Incentives and professional advice to assist Californians in low-income/DAC communities in accessing clean air vehicles.
- Allow for statewide access to the incentives in CA’s Clean Cars 4 All program.
- For new or used EVs, PHEVs and FCVs
- An eligible low-income applicant is defined as having a household income ≤ 300% Federal Poverty Level (FPL)
- One incentive per household
- Incentives must be applied for before completing your purchase of an EV

RCEA Commercial EV Rebate Program
All Commercial RCEA customers are eligible for a $2,000 rebate for the purchase of a new or used light-duty electric vehicle (EV)!
How to Participate:

2. Complete your application: You may print it out and fill it out or complete it as a fillable PDF online. Copies are also available at our office.
3. Submit your completed application package: This includes your completed RCEA EV Rebate Application, a copy of your vehicle Proof of Purchase, a copy of your California DMV Registration showing your vehicle is registered to your listed commercial RCEA account address, and documentation showing the person purchasing the EV is a person authorized to contractually and financially bind the organization associated with the RCEA account listed in the application. You may submit using the following methods

o Mail/in person drop off at 633 3rd Street, Eureka, CA 95501.
