Switching to an electric bike is a fun, affordable, and eco-friendly way to get around. Through RCEA’s E-Bike Voucher Program, eligible residents can receive vouchers to make owning an E-Bike more accessible.

Limited Funding
Funding for this program is limited. All completed applications submitted after the funding runs out will be placed on a waitlist and staff will notify the applicant if funding becomes available. Being on the waiting list does not guarantee a voucher.
*Additional funding from the City of Arcata is available for residents.
How to Get Started:
1. Apply for a Voucher: Submit your application and necessary qualifying documents to RCEA via email, mail, fax, or in-person drop-off. Our contact details can be found on our Contact Us page.
2. Find Participating Vendors: Check out the list here.
3. Choose Your E-Bike: Visit participating local bike shops to pick the perfect bike.
4. Redeem Your Voucher: Present your voucher at checkout for instant savings.
Application Information
- Low Income Home Energy Assistance Program (LIHEAP)

- CalFresh/SNAP (Food Stamps)

- Head Start Income Eligible (Tribal Only)
- Supplemental Security Income (SSI)
- Medi-Cal for Families (Healthy Families A & B)
- National School Lunch Program (NSLP)
- Bureau of Indian Affairs General Assistance
- Medicaid/Medi-Cal (under age 65)
- Medicaid/Medi-Cal (age 65 and over)
- Provide proof of your most recent W-9 form
- Enrollment in Section 8 for Very Low and Extremely Low-Income Classifications
- Non-sport model E-Bikes of all classes (I – III) including Cargo E-Bikes, trikes, and adaptive E-Bikes. Offroad or mountain E-Bikes are not eligible;
- E-Bike must have operable pedals;
- E-Bike must have UL-listed batteries, chargers, and drivetrains;
- E-Bike must have standard-sized wheels that accommodate standard-sized innertubes.
- E-Bike must have a 1-year manufacturer’s warranty (or longer); and
- E-Bike must be serviceable by the Vendor making the sale

FAQs
Voucher expiration dates depend on the type of voucher received. Standard Voucher Recipients will have 30 days from the voucher reward date to complete an E-Bike purchase. Income Qualified Voucher recipients will 90-days from the voucher award date to complete an E-Bike purchase. Adaptive E-Bike Voucher Recipients will have up to 6 months from the voucher reward date to complete the E-Bike purchase.
Yes. Mountain, E-Bikes, used e-bikes, scooters/mopeds, E-Bike conversion kits, E-Bikes with non-UL listed or UL equivalent batteries, and any E-Bikes outside of the three (3) class system are ineligible. All participating retailers have a list of all E-Bikes that are eligible for the RCEA voucher program.
No, RCEA’s voucher can only be applied to E-Bike purchases from one of our participating bike shops.
No, vouchers can only be applied at the point of sale.
All you will need to have with you is your RCEA voucher and a valid form of ID. Also, be prepared to pay for the remaining cost of the E-Bike that is not covered by the voucher.
