California Alternate Rates for Energy (CARE)
CARE provides income-qualified residents with long-term monthly discounts on electricity and gas bills.
Family Electric Rate Assistance (FERA)
If you don’t meet the CARE income or program requirements, you may be eligible for FERA. FERA has higher income limits and offers a discount on electric rates for households of three or more people.
Medical Baseline Allowance
Do you rely on power for certain medical needs? Get an additional monthly allotment of power at a lower cost or a discount based on your rate.
Budget Billing
Budget Billing allows customers to spread energy costs evenly throughout the year, creating predictable monthly bills and reducing surprises during high-usage months.

Relief for Energy Assistance through Community Help (REACH)
REACH is a one-time energy assistance program designed for customers facing unexpected financial hardships, such as job loss or medical emergencies.
Arrearage Management Program (AMP)
AMP helps eligible customers reduce or eliminate past-due energy balances through a structured payment plan. By making on-time payments, participants can earn credits to pay off outstanding balances.

The Salvation Army in Eureka provides utility assistance for local families in need, offering support to help pay energy bills during financial hardships. To be eligible for assistance from the Eureka Salvation Army, you must meet their income qualifications, and proof of financial need may be required.
