Programs for Public Agencies
Proposition 39 Energy Management Services
RCEA’s Proposition 39 program currently supports schools with energy management services, project management and assistance with navigating the California Energy Commission’s funding access application and reporting processes. The program leverages the Redwood Coast Energy Watch non-residential program, providing basic benchmarking, walkthrough energy assessments and incentives through Direct Install and Deemed Downstream. RCEA Prop 39 project managers have become trusted energy advisors and continue to assist schools with additional efficiency projects, electrification, EV buses, demand response, on-site generation and storage.
Public Agency Solar Program
RCEA launched the Pilot Public Agency Solar Program (PASP) in February of 2018. In Fiscal Year 2019-20 PASP has achieved meaningful milestones and expanded its services to local public agencies. The program has seen sustained interest in its offerings and is continuing to succeed in providing technical assistance and navigating finance opportunities to advance local agencies’ ability to implement solar and storage projects that provide cost savings, greenhouse gas reductions and resiliency to our community.
Here is a summary of PASP achievements as of fall 2020:

- Annual energy offset: 1,072,980 kWh (equivalent to over 170 Humboldt County residential customers)
- Lifetime energy offset: 26,000 MWh
- Lifetime GHG offset: 1,424 metric tons of CO2e
Cutten Elementary School District (CESD)
- Project Description: CESD worked with PASP to secure a CEC loan for 182,000 for a solar installation at their Ridgewood site in 2019 through the CEC’s ECAA-ED loan program. The project will complete construction by the end of 2020.
- System Size: 52 kW
- Estimated Annual Savings: $13,500
- Energy Offset: 100% of site electricity use, 79% of overall site energy use
Mattole Unified School District (MUSD)
- Project Description: MUSD worked with PASP to secure a CEC loan for 44,800 for 2 solar installations, one at their Honeydew site and one at their Mattole site, in 2019 through the CEC’s ECAA-ED loan program. The project will complete construction by the end of 2020.
- System Sizes: 4.8 kW at Honeydew Elementary, 8 kW at Mattole Elementary
- Estimated Annual Savings: $4,000
- Energy Offset: 100% of site electricity use, 53% of overall site energy use at Honeydew
- 15% of site electricity use and 10% of overall site energy use at Mattole
Southern Humboldt Unified School District (SHUSD)
- Project Description: SHUSD worked with PASP to secure a CEC loan for 1,049,000 for a 267-kW solar installation that would offset electricity from six (6) electric accounts through the CEC’s ECAA-ED loan program. The project will complete construction by May of 2021.

- Energy Offset: 100% of site electricity use, 84% of overall site energy use
Eureka City Schools (ECS)
- Project Description: ECS worked with PASP to secure a CEC loan for 463,000 for a 132-kW solar installation that would offset electricity from their operations and commercial kitchen at their Corporation Yard through the CEC’s ECAA-ED loan program. This one-of-a-kind project will include a solar array connected to a microgrid that will incorporate Electric Vehicle Charging Infrastructure, Battery Storage and Vehicle to Building Integration. The project is scheduled to complete construction by June of 2021.

City of Trinidad
- Project Description: The City of Trinidad worked with PASP to secure a CEC loan for 49,500 for a 14-kW Solar Plus Storage installation that would offset electricity from three (3) electric accounts (Town Hall, The Civic Club, and the Fire House) through the CEC’s ECAA-ED loan program. The project will complete construction by January of 2021.

Kneeland Fire Protection District (KFPD)
- Project Description: KFPD worked with PASP to secure a $15,000 private grant to fund the installation of a Solar Plus Storage project at KFPD’s new Volunteer Firefighting Facility. The project is scheduled to complete construction by January 2021.

South Bay Union Elementary
- Project Description: Exterior Led lighting upgrade and 70 kW Solar Array
- Loan Award Amount: $257,000
- Estimated Annual Savings: $23,000
- Energy Offset: 100% of site electric use and 72% of overall site energy use
Redwood Coast Montessori
- Project Description: Replace seven (7) propane furnaces with high efficiency electric heat pumps and add 10 kW of solar to offset the added electric load.
- Loan Award Amount: $125,600

- Energy Offset: 100% of site electric use and 94% of overall site energy use
Pacific Union School District
- Project Description: 125 kW Solar Array
