A graduate of Humboldt State University, Matthew has been RCEA’s Executive Director for over 11 years, focusing on increasing Humboldt County residents’ awareness of and access to energy efficiency and renewable energy opportunities. Prior to this work, Matthew was the City and County of Denver’s Greenhouse Gas Reduction Program Administrator, managing and leading greenhouse gas reduction projects and community partnerships in support of Denver’s Climate Action Plan. Matthew is President of the California Community Choice Association, the trade association of local government community-choice power providers that collectively serve over 11 million California customers. He also serves on the board of directors of the Trinidad Coastal Land Trust, Redwood Parks Conservancy, and the Greater Eureka Chamber of Commerce, among other community organizations. He plays the bagpipes, enjoys making art, and is an Assistant Chief of the Westhaven Volunteer Fire Department.
Deputy Executive Director
Eileen oversees many of RCEA’s internal functions, including human resources, risk management and information technology. Prior to joining RCEA in November 2021, Eileen was the Business Manager for the Arcata Police Department. Eileen earned an M.S. in Wildlife Management from Humboldt State University where she studied the effectiveness of deterrents on black bears on the Hoopa Valley Indian Reservation. Before moving to Humboldt County, Eileen lived and worked on the Channel Islands off the Southern California coast. In her free time, you can find Eileen paddle boarding or running in the Arcata Community Forest.
Executive Support Specialist, Board Clerk
Lori joined RCEA in 2017 and as Board Clerk serves as a liaison between the community and the Board of Directors. She earned a bachelor’s degree in English literature from the University of Hawaii in her home town of Honolulu and is thrilled to use skills from her varied career to support renewable energy and climate resilience initiatives in Humboldt County. For fun, she enjoys permaculture gardening experiments and dabbling in aerial dance.
Kristy joined RCEA in 2022 as the HR Manager. Kristy moved to Humboldt from LA County to attend Humboldt State University, earning both a Bachelor’s and Master’s degree in Psychology. She is an IPMA-HR certified professional with over 11 years of combined payroll and Human Resources experience, in both the private and public sector. Kristy comes to RCEA dedicated to supporting RCEA staff and with a commitment to fostering diversity and inclusion. In her off time, Kristy enjoys reading and spending time with her partner of over 17 years, as well as her dog and two cats. She loves live music and enjoys attending concerts and music festivals anytime the opportunity arises. If the weather is right, you just might see her on her paddle board exploring the local water ways.
Meredith’s friendly voice is one of the first you will hear when calling RCEA. She has a passion for helping customers and enjoys working with RCEA’s many programs. Meredith is a serving member of the Arcata City Council, has a culinary degree, certificates in fundraising and leadership, and is IPMA-CP HR certified.
Business and Planning
Business Planning & Finance Director
Lori has deep family roots in Humboldt County and joined RCEA in 2012. RCEA’s steady growth provided Lori with opportunities to work as a Program Assistant, Energy Specialist, Business Manager, and currently, as Business Planning and Finance Director. She earned a bachelor’s degree in Environmental Science from Willamette University, a master’s degree in Social Science with an emphasis on Environment and Community from Humboldt State University, and has worked with civil engineering firms as an environmental scientist and project analyst. Lori was a founding Board member and continues to volunteer with the Native Women’s Collective, a non-profit focused on conserving and promoting native arts and culture.
Contracts & Grants Manager
Lexie joined RCEA in 2014 and is responsible for managing procurement and contract processes, administering accounts receivables, and providing a wide range of administrative support functions across RCEA’s departments. Lexie earned a Master’s in Business Administration degree from Humboldt State University with a focus on strategic sustainability. When not keeping RCEA’s contracts on track, Lexie can be found skillfully crafting ceramics and honing her many makers’ skills.
Ronnie joined RCEA in 2022. As Administrative Coordinator, Ronnie helps support RCEA staff with a variety of administrative tasks. Ronnie grew up in Humboldt County and worked with a number of local small businesses and non-profits, focusing on systems and growth. Ronnie has an entrepreneur’s heart. She started and ran her own small gourmet food business and is always cooking up new business ideas. Ronnie holds a degree in Web Development and currently sits on the Board of Advocates for Planned Parenthood Northern California, Eureka. In her free time, you can find Ronnie camping and swimming in our local rivers with her three kids, planning new travel adventures, or working with her husband on home building projects.
Nicole Marie McClure
Nicole Marie joined RCEA in 2022. As Finance Manager, Nicole Marie is responsible for a variety of accounting related tasks including accounts payable, accounts receivable, payroll and general bookkeeping. In 2015, Nicole Marie graduated from Humboldt State University (Cal Poly) with a bachelor’s degree in Business Administration with a double concentration in Accounting and Finance. Since then, she has experience working in public, private and governmental sectors in Humboldt County. In her free time, you can find Nicole Marie exploring local beaches with her husband, trying out new recipes or playing with her handsome cats Henry and Levi.
Regulatory & Legislative
Regulatory & Legislative Policy Manager
Aisha graduated from Humboldt State University with a degree in Environmental Science and joined RCEA in 2016 as an Americorps CivicSpark Fellow doing regulatory tracking and community outreach prior to the launch of the Community Choice Energy program. In 2017, she became RCEA’s Transportation Specialist implementing clean transportation initiatives and completing Humboldt County’s 2015 Greenhouse Gas Inventory. In 2020, she moved into her current role as RCEA’s Regulatory and Legislative Policy Manager. In addition to advocating for policies that expand opportunities for RCEA to continue its transformative work in Humboldt County, she assists with the countywide Climate Action Plan, 2020 Greenhouse Gas Inventory, and works on a handful of other special projects.
Aisha enjoys hiking and doing yoga with her dog Wink, playing the uke, singing karaoke, and volunteering her time with a smattering of local non-profits and causes.
Ken joined RCEA in 2022. A long-time Humboldt transplant, Ken originally hails from the Northwest. He has been in the IT field since volunteering with a Northern California non-profit as a young adult. As an IT technician at RCEA, Ken assists with maintaining, managing, and planning for the IT systems relied on in day-to-day operations. Ken shares a concern for the energy sustainability of the North Coast and is proud to be part of RCEA in supporting resilience and clean energy goals.
Power Resources Director
Richard joined RCEA in 2016, just in time to help plan and launch the Community Choice Energy program. He graduated from Humboldt State University with a Bachelor’s of Science degree in Environmental Resources Engineering, then worked for San Francisco’s and later Palo Alto’s municipal energy programs. He did a stint in the Peace Corps in Honduras before Humboldt County lured him back. He spent 15 years as a research engineer at Schatz Energy Research Center and was a Fulbright Scholar at Don Bosco University in El Salvador before landing at RCEA. When not working, Richard enjoys cooking produce from his neighborhood community supported agriculture farm on an energy-saving induction cooktop.
Power Resources Senior Manager
Jocelyn joined RCEA in 2018 as a Community Choice Energy program specialist and now manages RCEA’s power procurement. She holds an Environmental Science Bachelor’s of Science degree with a focus on energy and climate from Humboldt State University and has experience in academia as a research assistant and lab instructor. After college she worked for a local solar company as a warehouse manager, solar installer and account manager. Jocelyn is excited to see local clean energy projects she helps contract come to fruition in the coming years. Among her favorite activities are samba drumming for the community at the North County Fair and hiking to Trinity Alps lakes in spring bloom.
Power Resources Account Services Manager
Sally joined RCEA in 2021, drawn by the chance to be a part of the state’s transition to clean energy and a desire to assist Humboldt County electric customers. She graduated from Humboldt State University with a B.A. in mathematics, worked in the insurance industry and, after becoming a Project Management Professional (PMP), worked for Caltrans in the Programming Department. She enjoys Humboldt County’s abundant forests and ocean, and makes pizza from scratch in her outdoor wood fired oven.
Power Resources Specialist
Colin joined RCEA in 2021. As a Power Resources Specialist, Colin’s work is focused on providing technical support to both the wholesale (power procurement from local and regional sources) and retail (power sales for customer end-use) operations within RCEA’s Community Choice Energy program. He works closely between these two areas to assist in data collection, organization, analysis, and reporting related to program operations. In his free time, Colin can be found either rock climbing, backpacking, weight training, or kicking back and watching the Golden State Warriors.
Power Resources Specialist
Joseph joined RCEA as a Rower Resources Specialist in 2022. He graduated from the University of Pittsburgh in 2013 with a Master’s degree in Cultural Anthropology, with an emphasis on social transformations in post-war former Yugoslavia. Joseph has taught anthropology at colleges in California and Pennsylvania, and was a qualitative research analyst in health care before coming back to California in 2018 to work in agriculture and renewable energy. He is very excited to work with RCEA’s CCE team to improve the reliability, affordability, and sustainability of energy in Humboldt, and work on solutions that benefit the entire state and region. Joseph and his family are new to Humboldt and are enjoying getting to know the beaches, rivers, forests, and cultural activities the community has to offer.
Infrastructure Planning & Transportation
Infrastructure Planning & Operations Director
Dana found sanctuary in Humboldt County in 1997 as an early climate refugee from the San Francisco Bay area. He continued to work remotely in Silicon Valley until 2001, when he began working in the local sustainable energy field to learn about home energy auditing and solar. Dana joined RCEA in 2006 and helped roll out the Energy Watch energy efficiency program. He now works on transportation and energy resiliency initiatives to help the North Coast region achieve a clean energy future. He is proud that RCEA makes it possible to power his home and electric vehicle with 100% renewable energy.
Marianne joined RCEA in 2017 to be a part of RCEA’s Prop 39 team, the California Clean Energy Jobs Act K-12 Program. The Prop 39 program helped local districts and charter schools install energy efficient lighting, heating, and solar. One highlight was helping a school become a zero net energy (ZNE) school which they used as an educational tool. Marianne continues to work with public sector customers to make their buildings more efficient, install EV charging stations and spread the word about new green technologies. Her background in construction contracting inspires her to help local contractors learn more about new clean energy saving technologies and RCEA’s rebates, which they can share with their customers. Marianne led efforts in 2022 to train local fire agencies with best practices for responding to solar and battery fires, and how they can use solar energy as a portable power system for their equipment out in the field. She loves Humboldt’s small community connectedness. Stop and say hello if you see her at the store!
Demand Side Management – Customer Energy Solutions
Demand Side Management Director
Stephen is the Director of Demand Side Management at RCEA. Prior to joining RCEA in 2020, Stephen served as the Community Development and Resilience Director for the Blue Lake Rancheria Tribe and the Natural Resources Director for the Wiyot Tribe. Stephen earned an M.S. in Environmental Systems from Humboldt State University and serves as an elected Commissioner for the Humboldt Bay Harbor Recreation and Conservation District. In his free time, Stephen is an ace pilot of an award-winning Kinetic Grand Championship team.
Senior Program Manager
Ben Mattio is a Senior Program Manager in Demand Side Management. He oversees the delivery of energy efficiency and electrification services to our customers, program development, and reporting. Ben joined RCEA in 2005, when energy efficiency programs were RCEA’s sole focus and no one had yet heard of Community Choice Energy. Ben graduated with a B.S. in Environment Science – Technology from Humboldt State University and made Humboldt his home. In his free time he can be found fishing anywhere he can.
Senior Project Manager
Patricia is a Senior Project Manager in Demand Side Management, focusing primarily on projects with public agency customers and assisting with program development, reporting, and technical support. She joined RCEA in 2012 after a career at sea working with ocean technology and remotely operated underwater vehicles. Patricia has an M.S. in Applied Ocean Sciences from the Scripps Institution of Oceanography at the University of California San Diego and a B.S.E. in Engineering Physics from the University of Michigan.
Mike Avcollie is a project manager in the Demand Side Management Department. His work focuses on renewable energy and energy efficiency projects for schools, municipalities, special services districts, and other key RCEA account holders. He particularly enjoys his work on RCEA’s Public Agency Solar Program which offers technical and administrative support to public agencies that want to identify viable solar projects that reduce energy use and costs. He has a strong interest in solar electricity and solar photovoltaic installations that can reduce dependence on fossil fuels and help meet greenhouse gas reduction goals. He has worked in the energy field for over a decade in both the private and public sectors and has experience in residential and commercial electrical installations, public works construction, energy efficiency projects, and renewable energy installations. He holds a bachelor’s degree in Communications from the University of California at Los Angeles and a master’s degree in Environmental Systems from Humboldt State University with an emphasis in Energy, Technology, and Policy.
Senior Energy Technician, Safety Officer
Originally from the Eastern Sierra high country, Mike came to Humboldt with friends after high school and started a beautiful family. He joined the Demand-Side Management Department after working for an engineering company and in the lumber industry. At RCEA, Mike does energy assessments, recommends energy saving measures, finds rebates to help customers upgrade their homes’ energy efficiency and performance and creates customized home energy efficiency kits. Mike also serves as RCEA’s safety officer, following in the footsteps of many of his family members with long public safety careers. Mike’s happy-to-help-any-time attitude is infectious and his work shines in the many energy upgrade projects he helps implement.
Senior Energy Technician
Lena is a Senior Energy Technician for the Demand Side Management Department. She has a comprehensive background in residential energy auditing and currently focuses on non-residential and public agency customer project management. Lena joined RCEA full-time in 2012 after earning a B.S. in Environmental Science from Humboldt State University. She is a certified Building Performance Institute Building Analyst. Lena moved to Humboldt County in 2003 from La Paz, Baja California Sur, Mexico, and speaks Spanish fluently.
DSM Program Specialist
Sam is a Program Specialist for the Demand Side Management Department. In addition to helping businesses assess their energy usage and potential energy and cost savings, Sam also works to implement RCEA’s Residential Heat Pump and Equipment Rebate Programs. Sam grew up in Shasta County and moved to Humboldt County to pursue a degree in Environmental Science with an emphasis on Energy and Climate and a minor in Applied Mathematics at Humboldt State University. Sam joined the RCEA team in 2019. In his free time, Sam enjoys doing ecological restoration and trail maintenance, as well as soaking up music and community at Arts Alive events.
Derek is an Energy Technician for the Demand Side Management Department. His work focuses on project management for non-residential and public sector customers. Derek joined RCEA in 2017, with experience working in both the non-profit and private sector. He earned a B.A. in Geography from Humboldt State University, and a graduate certificate in Geospatial Information Systems and Sciences from Oregon State University.
Kevin is a Non-Residential Energy Technician for the Demand Side Management Department. Prior to joining RCEA in April 2015, Kevin earned an M.S. in Environmental Science with an emphasis on Energy and Climate and a minor in Geospatial Sciences from Humboldt State University. His favorite work at RCEA is to install energy efficiency upgrades at many of Humboldt County’s cornerstone business locations. In the summer, you will find Kevin in the stands at Arcata Ballpark rooting for the Humboldt Crabs.
Cam joined RCEA in 2020 as a Program Coordinator and is a friendly guide for residential and commercial customers, helping them understand their electricity bills and choose energy saving and usage goals. Cam graduated with a Bachelor of Science degree in Environmental Science and Management from Humboldt State University and loves that in Humboldt County, the redwoods go right up to the ocean. Her hobbies include going to the beach, exploring new places in Humboldt, and reading a good book.
Shelly joined RCEA in 2021. As an Outreach Associate, she reaches out to local businesses to inform them of the many energy efficiency programs and encourage them to sign up for services. Prior to working at RCEA, Shelly created, managed, and implemented a variety of environmental programs for Bay Area local governments, including waste prevention, recycling, composting, water conservation, and climate protection initiatives. Shelly shares her experience in waste prevention and recycling projects with Zero Waste Humboldt and enjoys hiking, gardening, and reading historical fiction.
TECH Project Coordinator
Nick joined RCEA in 2022 as the TECH Project Coordinator. He helps local community members and contractors enroll in the TECH Clean California Initiative and does electric vehicle research and program assistance. Nick graduated from Humboldt State University in 2021 with a major in Environmental Science, with an emphasis on Energy and Climate, and minored in Geospatial Sciences and Economics. In his spare time, Nick enjoys surfing, reading and being with friends.
Jamie is an Energy Technician for the Demand Side Management Department. He works with non-residential customers to find energy saving options and support for RCEA programs. Before joining RCEA Jamie spent several years working as a designer and project manager in the solar industry. He earned a B.A. in Film and Digital Media from UCSC and is a licensed electrician in California. In his free time, he can be found checking the local surf breaks with his dog or remodeling his home in Loleta.
Community Strategies Manager
Nancy joined RCEA at the launch of its Community Choice Energy program in 2017. As Community Strategies Manager, Nancy focuses on community outreach, communications, media relations, social media, events, creating outreach materials, and website design.
Nancy moved to Humboldt County in 1979 to study at Humboldt State University and stayed, gaining decades of experience in community organizing, marketing, and event planning. She has supported several local non-profits, programs and projects with her fundraising skills and passion, and ran Arcata Main Street’s iconic Arcata Bay Oyster Festival.
Nancy loves that she can charge her EV on sunshine and 100% renewable electricity using RCEA’s Net Energy Metering program.
Community Strategies Coordinator
Jamie joined RCEA in 2022. As Community Strategies Coordinator, Jamie focuses on event scheduling, preparation and follow-through. She is also one of RCEA’s primary customer service contacts. Prior to working at RCEA, Jamie was a commercial and personal lines insurance agent. Jamie earned an Associate of Science Degree from the College of the Redwoods and is excited to work with a great group of people who are passionate about their community and the future of clean energy.
